I know exactly to what you are referring.
I have Premiere Elements 13 Windows 7 and 8.1 64 bit but not in use with a "High DPI" display.
According to the following product review, Premiere Elements 13 does support High DPI displays.
It would appear that High DPI and Retina Displays are new to Photoshop Elements 13 and Premiere Elements 13.
Not just for that feature alone, but I would download and install the free 30 day tryout of Premiere Elements 13 to
determine its compatibility with your computer environment and your project goals. Several significant removals
from the program.
