    Razor Tool and Sliding Tool Not Specific Enough


      This is very strange to me.  I'm trying to combine two different audio files in Adobe Premiere CS6 (one in Audio 2 and the other in Audio 3), and I want a specific beat in the music (audio file in Audio 2) to hit exactly at a certain point in the other audio file.  However, the sliding tool is not specific enough, and it only allows me to slide the audio file about 2 seconds or so after the other audio file has already started.  Is there a way I can edit in a more precise manner like in Windows Movie Maker where I can choose the exact time (by its very nanosecond) when I want it to start playing because I can't slide the audio files in proper conjunction so as to make that exact effect.

      I would really appreciate any help.  Thanks!
