How did you transfer it to the new PC?
Is this a re-install from a disk or a download? (And if a download are you sure you've not go the CC version?)
Did the Develop module ever work on the new PC?
Is there an error message and if so what is it (exactly)?
Have you updated it from the 5.0 that came on the disk to the latest version?
Is there an error message when you enter the Develop module?
Can't update without signing in on Creative Cloud.
Error message: Develop Module is disabled. Please renew your membership to
reactivate your Develop Module.

..and herein lies the problem.
I'm assuming that the version you bought from Amazon was the standalone Lightroom 5 but you have since "updated" with a CC version.
You won't be able to use this version unless you have a CC subscription. Again I'm assuming you don't have one.
To use the updated standalone version you need to un-install the CC version and download the latest version of the standalone version. You'll also need the serial number that came with your original disk.
