Which version of photoshop and operating system are you using?
The Filter>Camera Raw Filter is only available in photoshop cc and cc 2014.
If you have cs6 (may work with others but never tried). A little trick I do to open my jpeg in camera raw is the following:
1. In photoshop select File > Open
2. Select the file you want to open in camera Raw
3. In the format drop down at the bottom, change it to camera raw
4. Hit open
that's it your in camera raw with the JPEG

Just use Ctrl r from Bridge, or change the JPG options in Camera RAW properties.
Or go into the registry, hack the operating system, use a hex editor to change the JPG file, write a script, and open the JPG from a command line. Whatever you find easiest.
Adobe added the Camera Raw filter as a new item to PS-CC among other features. If you have PS-CC or newer then the Camera Raw filter should be available.
The workarounds you're seeing others post about are how to open a non-raw image in the Camera Raw plug-in on the way into PS, but not a way to use CR as a filter in CS6.
PS has a Camera Raw Preference whether to prefer the ACR plug-in for TIFs or JPGs, either always or at least if the files have already been edited once, perhaps in Lightroom:
Hi My Camera Raw filter has just disappeared cc 2014 I tried downloading and installing it and it said successfully installed but it doesn't show up? And if I try to open a raw file it says unknown type of document. 3 weeks ago it was fine... ?
Have you tried resetting your preferences in PS: ctrl/cmd-alt/opt-shift while opening Photoshop? If that doesn't work, you might want to reinstall PS and use the clearner tool before you re-install.
I have been using this computer with Pshop cc since March 2014 with Win 7
64 bit. It flies plus I have never had a problem with the machine or Pshop
or Bridge. So this is really weird...
The Camera Raw filter just vanished. I haven't processed a raw file in 3 -
4 weeks but I use the Camera Raw filter for levels, colour etc even on tifs.
Now, inexplicably, it has disappeared ??
Nothing to do with preferences but I am blank!

If in photoshop you go to Help>About Plugin and click on the words Camera Raw, what version does it say?
Your using photoshop cc 2014 or did you recently install photoshop cc 2015?
Have you tried Help>Updates from within photoshop?
