For Lightroom Mobile sync you need at least Lr Desktop version 5.4 - Guido
Thanks for answering ... my mistake. I'm running 5.7.1
Still no connection; it won't even reach the sign in screen, so I don't have access to the user name and password fields. I'm signed in to Adobe CC and Adobe Creative Cloud online. The iPhone app will no sync either.

We have seen some instances on Windows where a user’s settings do not have TLS support enabled and in this case the user will be unable to connect to certain servers. This can be fixed by:
1. On the Internet Explorer Tools menu, click Internet Options.
2. In the Internet Options dialog box, click the Advanced tab.
3. In the Security category, check Use TLS 1.0, Use TLS 1.1, and Use TLS 1.2 (if available).
4. Note It is important to check consecutive versions. Not selecting consecutive versions (e.g. checking TLS 1.0 and 1.2, but not checking 1.1) could result in connection errors.
5. Click OK

This worked … 1.0, 1.1, 1.2 and 3.0 were checked; 2.0 was not. I checked 2.0 and the log in worked. Now all that happens is that it crashes when trying to sync. Is there a limit on the number of photos that can be synced?

Does the crash occur directly after you have signed-in or during the sync process?
Could you try a re-boot of your working machine and let me know if the crash still occurs.
