Premiere Pro Dolby Audio Decode License Restriction

I am having 3 Premiere Pro problems while editing video footage.

      1. Every project that I have done in the last year now, all the video files need to be re-linked. Even if I didn't moved the location

for these imported video clips. If I attempt to re-link all the video files, I get a message that if I do this the audio files will be deleted.

      2. I am getting an Error message that this has a sequences in it, that can not be located.

      3. I am also getting the Yellow triangle message that says: Dolby Audio Decode Licensing Restriction.
