This is a known issue. Adobe's PRE_help has posted a fix. See if it works for you.
Delete or disable the OldFilm.AEX file found in the path
Local Disk C
Adobe Premiere Elements 13
You should find the OldFilm.AEX file in the NewBlue Folder.

I tried to follow the instructions at the bottom of the email to tick off as ‘correct’ but can’t see any mention of such a box.
