I have had the same issue. When I finally called, I was told my account was cancelled, but I just learned that I am still being billed for it. Today, when I called back and complained I was being transferred to the cancellation line when the phone call was disconnected. When I called back, I was informed by the automated system that I had a wait time of two hours. So then I tried to use the chat support feature, only to learn that they too were backed up. At this point I'm tempted to never use Adobe Creative Cloud again. They seem to have outsourced their customer support work for very little money.
