Is the problem in all your new 12/12.1 projects or just this one? Does the problem exist in older projects which were saved closed and reopened?
What computer operating system is your Premiere Elements running on?
Can you add media to the filmstrip in the Quick workspace? If so, does the Project Assets in Expert workspace open with the file?
Will post what next troubleshooting steps once you post the above information.

at this time, Project Assets will not open with any new projects. But, if you take an old project (which has been saved closed before the problem set in) can you open that project and use an opened Project Assets Palette?
If you have not already, please work through the suggestions in the link posted in post 1 of this thread. Do any of them work for you?
In the meanwhile, let us delete the Adobe Premiere Elements Prefs file and, if necessary, the whole 12.0 Folder in which it exists.

and in the 12.0 Folder is the Adobe Premiere Elements Prefs file that you delete. And, if the does not work, delete the whole 12.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives enabled so that you can see the path cited.
Also, be sure to be working from the 12.1 Update of the program. The 12.1 Update is accessed from an opened project's Help Menu/Update.
Yes that is correct, it is only a problem with new projects.

If none of that worked, then
I would rather you first delete the Adobe Premiere Elements Prefs file and, if necessary, the whole 12.0 Folder in which it exists before any uninstall/reinstall of the program.
I have found Premiere Elements 12 to be a major headache when it comes to reinstall after an uninstall.
If that does not work, then try the uninstall, free ccleaner run through, and reinstall with antivirus and firewall(s) disabled.
I only saw 1 suggestion and that was to clean the layouts folder which I did but did not work
Where is the prefs file, I could not find it. Could it be under a different name?
Is the program you listed above safe to use? because some people say otherwise.. I just want to be safe
I have used the free ccleaner (regular cleaner part and registry cleaner part) routinely for several years and have no horror stories
to report with its use either in the way of
a. it removing wanted computer data
b. downloading and installing with unwanted nuisance software (spyware et al).
Computer optimization is sought by many using this type of product to get rid of interfering leftovers from incomplete
unintalls and reinstalls. It can be a life saver. Some other of this type are probably more aggressive and do have horror stories attached to them.
You need to do what you feel comfortable with. But, I have used and found the software to be safe as per a. and b. above.
I have no affiliation with the product and have no promotional interest in it since I am recommending the free product and not one of the purchased
products. The free version is all I have ever needed and all that I am suggesting for use.
Also I would ask you "Have the reports of unsafe spoken to ccleaner product specifically or some other product of its use class?"

Whatever the case, you are moving forward in your Premiere Elements projects again.
I had to delete the whole 12.0 folder now another problem that I mentioned in a different post is the application runs very slowly (constantly lags, crashes, takes forever to save and render)
I have replied to your other thread earlier today and suggested some computer optimization possibilities and am hoping they will give you better workflow performance.
