If you have no preference file backed up, then, well, if my theory is correct (Lr took the liberty to trash all your preferences, which happens to me from time to time, or used to anyway) - you can't.
PS - I startup Lr using a bat file which makes a quick-copy of preferences and catalog going in and coming out, so if (or when) my preferences (or catalog) gets hosed, I have a recent version (in addition to my normal (but less frequent) backups) which can be used instead.
