When you create a new document, check Facing Pages.

In case that doesn't work, restore your InDesign preferences:

Trash, Replace, Reset, or Restore the application Preferences

Just a guess here, but if your document was created with Facing Pages…

…or how ever it was created, if you go to File>Document Setup and check the Facing Pages checkbox:

…and you still can't have facing pages, here's what I think you mean. Are you trying to have two pages side-by-side in the first spread, but you're getting this:

…but what you want is this:

…here's what you need to do. Select the icons of the two pages in the Pages panel, and from the fly-out menu at the top, select Allow Selected Spread to Shuffle. You can then drag the two pages side-by-side. But, if this is what you want to do, maybe if you tell us why, we can tell you if there is a better way to do the thing you want, since the program was sort-of designed to make this difficult for a reason.

And, if I'm wrong about what you want, sorry about that, but can you elaborate?
