Photoshop is probably the right application for this, but it depends on the style of background you want to create. If they are based on photographs, then definitely Photoshop. If lots of lines and vector type content, then possibly Illustrator, but you can still do that stuff with Photoshop.
So how will these backgrounds look? How will they be used? What size will they be used at? (The latter question is relevant if you are aiming at giant posters where a vector app like Illustrator, will produce infinitely scalable artwork without loss of quality.)

Look at his three Dreamscapes titles, but most of his tutorials would be be of help for your project. I thought I knew this stuff pretty well, but had a few 'Wow, that's a good idea' moments.
Also look for Digital Tutors — Creating an Armored knight. Plus a few other DT titles.
