Are you wanting to export photos, or sync smart collection definitions with another system, or...

PS - Are you talking about Lr mobile sync or some other kind of sync?
PPS - Asking users why Adobe does things may not be as productive as expressing a goal and asking how to accomplish it (most of the time, the answer to the former is: they quit working on it once their budget was exhausted, so now you get it as is - limitations and all..).
I assume this is a question about LR. Mobile not syncing smart collections. Unfortunately for us, that just isn't a capability in the current version. We are all hoping Adobe adds this in the future! File a feature request to add your name to the chorus of users in favor of this capability for the future :-)

I make photos one star if I want to come back and edit them later on. Would be great if those synced to ipad.

You could create a regular collection that includes everything from the smart collection. Only problem is that it won't update automatically with Lightroom Mobile when you add more images.
Would it help if there was a plugin which maintained a smart "shadow" collection? i.e. a regular collection whose contents is kept the same as it's smart collection.
