Photoshop has huge learning curve it everything is not intuitive there is much you need to learn. It can take years to learn to use Photoshop well. Even then you will not use every feature in Photoshop for you will have no use for some of its features. you have a typo...
I've been using Photoshop for 15 years. I was making a suggestion to the current programmers of photoshop.
Hopefully this will get through to someone that matters, even though I might have accidentally posted it in the wrong section.

You can also solve some of your brush problems by creating Brush tool preset the have names meaningful to you for the thing you use the brushes on.
I have been using Photoshop longer then you I don't think a day goes but I don't learn something about Photoshop.
I do have a Programming background and have played with Photoshop scripting. Scripting is programming however you can at time with very little effort and code create things you wish Photoshop had. You may want to look at Photoshop scripting.
Some of the things you seem to want though would not be possible with scripting some of what you want may not be possible in the digital world how would one detect what brush was use if layers have been flattened or merges filters and adjustment applied etc.
