Clips don't move with any kind of elastic motion unless you tell them to.
How exactly are you moving them?

for example. I have a movie clip "screen" inside this movie clip I load a number of other movie clips. one such movie clip I will call "ground" and the other, "character". ground will remain stationary relative to the screen. character will move a constant 1px per frame to the left. This is where it gets weird. the first time ground and character load both the stationary ground and the moving character move with the exact movement of screen (controlled by arrow keys). however when they load for the second time they start this easing effect where the ground will move directly with the screen movements but the character will act like its 1 or 2 frames out of sync, sliding into or away from the ground movie clip and then slowly moving back into place after the screen has stopped.
also i should not that what I mean by loading is that each individual clip is loaded into screen then unloaded after it has left the visible area.
you have a coding problem.
