a "zoom effect" from the effects tab
If I drag a zoom effect onto my clip from the effects tab, how do I remove it? In windows 7, premier elements 11.

If the zoom effect refers to fx Effects/Preset and NewBlue Art Effects Elements/Zoom Blur....
then go to Applied Effects Tab/Applied Effects Palette/ and the panel for Zoom Blur that was placed there when your dragged the effect into the clip.
Right click the Zoom Blur Panel and select Delete.
If the zoom refers to you applying a horizontal or vertical zoom using Presets under fx Effects....when you apply that effect to the clip there is
a scale keyframe placed at the beginning and end of that clip. So to get rid of that applied zoom effect, you get rid of those two keyframes. One way to do that
1. Expand the Timeline and the track size as needed to see what you are doing....
2. If you do not see a white dot at the beginning and end of the clip, then right click the clip, select Show Clip Keyframes/Motion/Scale.
3. Right click the white dot at the beginning of the clip, and select Delete. Repeat by right clicking the white dot at the end of the clip, and
