What are your export settings?
Is it possible they do not allow the software to physically reach the Limited file size?
The only thing i have set is limit file size to 200k, it isn't a file size issue as i tried an image that i knew wouldn't shrink that much and you get an error saying "Could not create a JPEG that met your limit of 200K bytes."
Again: What are your export settings?
200 Kbytes Is a very small file, especially if you are trying to compress an image from today's cameras that create images that are in the neighborhood of 4000 x 6000 pixels. It simply cannot be done. Again, what are your other export settings. This does seem to be an issue because you tried to limit the file size.

If it is because 200k is too small why such an informative error message? the usual 1 is a lot more informative.
And what are the pixel dimensions of your original image?
All I can say is if you want a file as small as you are looking for you need to lower the quality and reduce the dimensions significantly using the resize option.
And if you uncheck that Limit File Size box, what happens, do you still get the error?
There has been several threads in the past concerning bugs in the "Limit File Size" option. Just do a search on "limit file size" in the forum. I think some of these were fixed but there still may be another one or two still around.

I did do a search using the actual error message thinking I would get more relevant results but didn't find any hence why I started this discussion.
