Flash CS3 only won't create graphics when img is imported

I think that would be a default behavior wherein you need to create them as symbols yourself after they are imported as bitmaps.  I think there is an option in the preferences to automatically create symbols out of them but I don't have CS3 installed any longer to be able to check.
