•What version of Premiere Elements? Include the minor version number (e.g., Premiere Elements 12 with the 12.1 update)
•What operating system? This should include specific minor version numbers, like "Mac OSX v10.9.4"---not just "Mac"
•Has this ever worked before? If so, do you recall any changes you made to Premiere Elements, such as adding Plug-ins, brushes, etc.? Did you make any changes to your system, such as updating hardware, printers or drivers; or installing/uninstalling any programs?
•Have you installed any recent program or OS updates? (If not, you should. They fix a lot of problems.)
•What kind(s) of image file(s)? When talking about camera raw files, include the model of camera.
•If you are getting error message(s), what is the full text of the error message(s)?
•What were you doing when the problem occurred?
•What other software are you running?
•Tell us about your computer hardware. How much RAM is installed? How much free space is on your system (C:) drive?
•How many and what speed are your hard drive(s)... ie 5400rpm or 7200rpm or?

•What are you editing, and does your video have an orange line over it BEFORE you do any work?
•Which version of Quicktime do you have installed?
•What is your exact brand/model graphics adapter (ATI or nVidia or ???)
•What is your exact graphics adapter driver version?
•Have you gone to the vendor web site to check for a newer driver?
•For Windows, do NOT rely on Windows Update to have current driver information
•-you need to go direct to the vendor web site and check updates for yourself

What computer operating system is your Premiere Elements 11 running on?
Is this a "it worked before but not now" or a "it never worked before" issue?
What is the description of your burn to route
then what....DVD-VIDEO on DVD disc or AVCHD on DVD disc or Blu-ray disc format on Blu-ray disc?
Where are you project's source media stored? Where are your Scratch Disks directed and how much free space
at the location where they are directed?
From what you wrote, can we assume that you are not having any problem with Premiere Elements recognizing your burner and disc?
If you select burn to folder instead of disc, do you run into the same problem?

Thanks for your reply. Some information that may help follows.
I am using windows 7 with lots of extra hard drive space and memory. Video is stored on the HD and still pictures were imported from a USB Tosheba storage. When I tried to store to a folder in a file, it did NOT go to indexing and stored to a file in the hard drive which was not too nice with a smaller picture and black frame around like found in the adobe working document. My method to burn a copy of the video goes like this:
Publish + share (click on)
Choose Disc Burn DVD "
option Missing Disc Menu (select NO)
Project is being refreshed (wait a little for green bar)
Burn (Click on)
Indexing block shows up. (waited on time for 4 hours. Hard drive blinks sometimes. Never went back to burn or burned a disc. Can not go further with computer until I would hit the red x or cancel. The HD blink from time to time lets me know the computer is still active.)
Note: The DVD burner knows when a DVD is put in that has something on it. It requests a blank DVD. I tired to reload premier element but the computer wants to remove the existing program when the disc was inserted. This program did work to make a video about 6 month ago. I tried to get to adobe technical support and only keep getting to someone in India wanting to sell their service. I don't trust letting them into my computer.
I have been working on this problem for weeks. Thanks for any help. it is appreciated.
Let us consider with and without for the following....
Go to the drive that has your project's source media. Right click the drive, select Properties/General, and then look at your burn indexing situation
with and without a check mark next to "Allow files on this drive to have contents indexed in addition to file properties". Does that have any
impact on your situation?
I am not sure if I misinterpreted what you wrote, but, if you go for a program uninstall/reinstall, please uninstall the program first using the usual Control
Panel route. Then reinstall. Depending on the situation, you might want to do a free ccleaner run through to get rid of any leftovers from incomplete
Also, what you see in the program in the way of black borders will be influenced by the setting of the project preset and the properties of the source media.
More on that later once we get rid of the excessive indexing that is associated with that burn to choice.

My attempts to get past indexing or get indexing to complete while trying to burn a disc.
I went to the E drive, USB hard drive where the still pictures are stored. I removed the check from the block for indexing.
Second, I looked at the C hard drive storage for the video pictures stored. The check was removed from the box for "Attributes read only(only applies to files and folders)
Advanced attributes - Took check out of "Allow files in folders to have contents indexed in addition to file properties"
Back to Adobe Premiere Elements 11 and tried again to burn a disc. The action was still the same. Snap on burn and get indexing block again. I waited half an hour with no results to burn a disc. I'm not sure how long I should let this process? The completion bar never starts to fill in showing how this is processing to completion.

Just in case mentions, did you shut down the computer and restart it at each of the end of these activities?
Have you looked at the Scratch Disks locations to find where they are directed and if those directions are all found
in areas specific to your version? Do you have more than one version of Premiere Elements on your computer?
Is this current problem project derived from an older version of Premiere Elements that you have opened in a later version?
Please remind me, have you ever gone through the scenario where you had all the videos and pictures for the Timeline stored
in folder(s) on the computer desktop? If I recall, you said that burn to folder did not have these current problems. Is that
