Cloud Photoshop does not use serial numbers... you log in to your paid Cloud account to download & install & activate... you MAY need to log out of the Cloud and restart your computer and log back in to the Cloud for things to work

. My best guess is a permissions issue or an internet connectivity issue. First, have you tried signing out and back in from the Creative Cloud app?
If sign-in/sign-out works normally, do this quick test: if you create a new Admin user account and run Photoshop from the new user account does the problem goes away?:
If it does not work, please contact Adobe support.
