No, it is not normal. Are you getting an error message when the disc is not in? If so, what does it say?
The error message is : No disk in drive E :

Delete the OldFilm.AEX file found in the Windows 7, 8, or 8.1 64 bit
Local Disk C
Adobe Premiere Elements 13
and in the NewBlue Folder is the Old Film.AEX that you delete or disable by renaming the file
from OldFilm.AEX to OldFilm.AEXOLD.
This is a known issue with Premiere Elements 13.

From what I understand, Adobe is trying to determine what the major factor(s) is or are that trigger the No Disc error
in Premiere Elements 13. To date, the reports point to OldFilm.AEX as the major factor.
