The license is per user, not per system. The correct procedure would be to have individual licenses for each user/ have them be mebers of a CC for Teams license where that's relevant.
When you say user, is that considered our business. So if our business buys a 1 license we can put the CC on both our Macs for both our designers?
Well the Adobe EULA grants the license to the Customer defined as "you and any legal entity...for example...your employer."
Practically speaking, it's per Adobe ID.
However one of the license conditions is that you cannot use both activations at the same time. So both designers cannot be using the software at the same time. They should each have their own license (each with two activations).
Or consider a CC for Teams license and centrally manage them.
