Lightroom mobile for Android is not currently designed to use storage on the SD Card. Ergo, it is not a bug.

Seems like a pretty weird thing actively to code out - I bet it's just an oversight (or yes, a "bug") rather than a conscious design decision, Rikk...
Who said "actively code out"? I said, "not currently designed to use." They are two very different things.
Remember, this is a 1.0 product and not all desired features and eventual functionality are included, otherwise, products would never make it to market. In any case, this is a feature request and the OP has been given a link to where to make the request.
With a rooted phone the SD card can be used.

Lr Mobile works with Android 4.1 and up.
Any Android device that Lightroom Mobile currently runs on, defaults at the OS level to allowing write access to SD cards. For Lr Mobile not to be able to write to the SD card, someone had to code the ability out.

The phraseology was a little harsh, I apologise for that. But the working definition of "bug" that I've always seen in the industry is that the "system" is not acting in a way that the user would reasonably expect. Which is exactly the case there; LR Mobile does not allow itself to be installed to SD card where I as a user would reasonably expect it to. A bug in the specification, perhaps.
I guess that the app is showing its heritage, it is unaware that Android offers more options than iOS does and so is not taking advantage of them - it's understandable though still rather poor.
However, it is still a V1 app and so I should be cutting it some slack. I'll submit the enhancement request - thank you for the link.
