I'd like to create high-res paintings in Photoshop (8000px x 6000px +), but there is a slight lag. Do you think upgrading my memory or video card will increase performance?

Memory upgrade, 4gb is not enough for what you're doing. Your motherboard will take a maximum of 16gb so I would max that if your budget allows it, if not probably 8gb will give you decent performance.

You're right, the rev 3.1 does take up to 32gb. Other than that your system looks good enough to handle it.
