I am having problems with the translation of your question. So, I ask
1. What computer operating system is your Premiere Elements 13 running on?
2. What is your project preset (See Edit Menu/Project Settings/General)? Are are the properties
of what you put on the project's Timeline?
3. I am understanding that you exported your Timeline content to a file using Publish+Share/Computer/MPEG and one of the PAL presets.
But what is grd/scran in the Mpeg/Pal grd ecran?. And, are you saying that the export file plays back with audio but no video?
What did you select for Presets and did you use the default settings or customize the preset under the Advanced Button/Video Tab and Audio Tab?
Let us start here and then decide what to do next.
I am having exactly the same problem in Premiere Elements 12. After editing a video and selecting the MPEG2 preset for PAL DVD Widescreen (described as 'grand ecran' by the French customer), Premiere confirms that it has been exported successfully. However, when I try to open the exported MPEG 2 file in WMP or Real Player, there is only the audio, not the video. I have tried exporting the same clip to MPEG 2 in several other video editors (Magix, Corel, Sony) and I have the same problem in all of them -they only produce audio, but no video. This is a recent problem. Previously, I had no difficulty exporting to MPEG2. Could a recent Windows update have damaged the MPEG 2 codec?

My Windows Updates are up to date on both Windows 7 and 8.1 64 bit. I have Premiere Elements 12 on each of these. No problems with MPEG2.mpg from NTSC or PAL to date.
1. Let us determine if a MPEG2 video section exists for the MPEG2.mpg file exported from Premiere Elements. Do you see a detailed account of the properties of the video part of the file in the MediaInfo program? Is this type of problem (no video, just audio) targeting just MPEG exports under Publish+Share/Computer/MPEG? Do any of the MPEG HD presets there have the same shortcomings?
2. Have you been using the program long enough so that you are beyond any first time use only activation for a MPEG2?
3. Do you work with a pen and tablet device instead of mouse? Does the problem exist with and without antivirus disabled? What are the properties
of your source files?
4. Please go to Edit Menu/Preferences/General and determine if the problem exists with and without a check mark next to the preference
relating to Intel HD Graphics 2000 and Higher.
There are other questions, but they will depend on the answers to the above. Consequently I will ask you to review and consider the above.
Then we will move forward based on your reply.

Thanks for the follow up. Are you seeing a message from the program about MPEG2 activation?
If so, are you working with an Internet connection.
You do not need to be connected to the Internet except to install/activate the program itself. But, there are features
that must be activated one time only when used for the first time. All these activations require the computer with Premiere Elements
being connected to the Internet. If you are not connected to the Internet, try to find access to the Internet to get these one time first time
Please let me know if I am understanding your present situation.

I suddenly realised that this is really no problem at all, just a memory lapse on my part. I had forgotten that Windows Media Player and other common video players are not intended to play MPEG 2 TS (transport streaming) files stored on the computer's hard drive. They can only play those files off a DVD in the disc drive. That's why they can only read the audio stream. If you want to play MPEG 2 files stored on the computer's hard drive before burning them to DVD, you have to use a dedicated player, MPEG 2 TS, which is available from the Windows Store for free. If pannez would like to download and install this player, he/she will be able to play MPEG 2 files in it. I have now done this and I can play the video and audio of the files that I thought contained audio only.
