Are you trying to do DV or HDV data capture firewire into Premiere Elements Capture Window with your Canon XH A1?
If so, please be advised that Premiere Elements 13 no longer has that feature. The last version to
have that feature is Premiere Elements 12.
Adobe document suggests a workaround for the Premiere Elements 13 situation. Have you seen it?
Please review and consider, and then let us know if I have targeted the information that you seek.
Thank you very much. I will try to use the work around this evening. May I ask why Adobe decided to delete that feature from Elements? Also, if I do not want to capture the entire tape is there a way to start the capture at a place other than the beginning of the tape? Can I end it before it gets to the end of the recorded tape?

We are not Adobe here. Rather user to user. I am not affiliated with Adobe in any way and have no insider information related to any of its product decisions.
Please let us know if the Adobe suggested workaround works for you. I believe the document includes mention of stopping import before the end of the video tape.

I have NOT used it, but many say to try this for HDV capture

I just saw John's alternative to the Adobe document.
You could also include Movie Maker 2012 (for Windows) or iMovie (for Mac) which you might
expect to have already on your computer.

If you do try HDVSplit, just a mention that your split clips will be MPEG2.m2t and not MPEG2.mpg.
That should not stop you from using HDVSplit and its split clips in Premiere Elements, but I did want to mention
that in case you might think that there was something wrong with HDVSplit.
