The most common reason for what you describe has been the use of protocol relative links in the <head> of a page.

Opened a few html page with it recently and all seem to have the same issue.
This is an old website a friend has asked me to look at not much in it really, took out the JS in the header same issue. It really feels like a GUI issue with Dreamweaver itself.
it happens the minute a page is displayed in live view or split view. No matter how simple the page.
Try switching to Design view.
Try creating a new, blank web page. Do you still have latency issues?
Apologies, i meant design view not live view :-)
And yes, created a new HTML page, inserted an image, created a div with some text and then did some selecting of elements ind design view and beachball appears.
Which operating system?
Is your local site folder on a separate network drive or on the primary hard drive (same as DW)?
Local drive (not same drive as app tho)

Try putting local site folder on same drive as DW to see if that improves performance.
You might also check to see if your backup utility is causing latency issues. I like to keep backup software turned off until the end of my work day.
Other drive is local and fast.
Tried it anyway.... as for Backup SW. have backBlaze running but it doesn't affect anything else whatsoever. Even at that it's only backing up occasionally.
I'll try opening same page in a new user account on the mac.....

Just an update on this as i find myself requiring DW again. It's once agin completely unresponsive. Beachball spinning every few seconds when i select something like text or whatever.
What is going on?!?
Going to reinstall it....and report back
Nope, still utterly unresponsive and unusable.
Works fine on my laptop so it's deffo a localised issue. I'll try a reinstall again killing all and any pref/app support files and folders
It works fine on my MB when I open a HTML page with many JS scripts in it.. I actually edit my WP website in Dreamweaver (http://peerio.nl), it is a huge site but it works fine.. I've got a 2014 version mb, but it works fine with mine.

Try disabling your system's Energy Saving Sleep Mode feature.
On MacPro Mid 2012 2 x 2.66 6-Core with 12GB ram and a 500GB SSD.
Another reinstall same thing happens.

2 x reinstall have not fixed it. It's only happening with Dreamweaver and it does not happen with the same files on another computer running same version of DW 2014.1 (in this case my laptop)
OK, set up a new user and opened up the same file all OK so it's something to do with my set-up on main account.
Let us know if the slow issue comes back. I have been fighting exactly what you experience for months. On Mac OSX, two different systems same behavior. My work system and my home system.
I thought something I tried works and a few hours later it's beach ball time again.
Like many others, I gave up and went back to CS6 to get my work done.
I have had ongoing issues with Dreamweaver CC 2015 since moving across to Cloud. Have had to uninstall and reinstall 6 times since March 2016.
Dreamweaver behaves as if it was a rock star on pot. Slow, lazy lethargic, in it's own world totally devoid of any reality.
Support have been helpful, good, stupid, unhelpful, uncaring, slow out-of-touch depending on which day I contact them.
The latest episode started on about the 13th June 2016 with support supposedly to phone and provide assistance on the 15th June. My phone calls have me connected to the same idiotic technician who obviously has no idea to fix my issues.
Where is the brilliant service that Adobe so proudly boasts about?
Yeah, slow, unresponsive.
I can type faster than this thing responses.
