You cannot use AE for this kind of stuff. Aside from AE's very limited realtime features it doesn't even officially have a dynamic runtime loading function beyond the evalFile() hack. None of this makes any sense.
After Effects makes video and video is not and never will be interactive. You can program a media player to be interactive and add buttons, captions, call outs, and even frame rate controls, but you cannot add interactivity to a video any more than you can add interactivity to a photograph.
