Is your project HiDef which is then reduced to standard for a DVD, or are you working in a standard definition project?
I am not sure if it starts I hidef, but it is just a standard DVD.

What version of Premiere Elements are you using and on what computer operating system is it running?
Is this blurred text in a title file created in the program's Titler and placed in the Timeline content? Or is this
text in a Movie Menu/Disc Menu main menu or scene menu? If so, what Movie Menu/Disc Menu theme?
What is the project preset for your project? If you do not know, then tell us what you see for Editing Mode, Timebase,
Frame Size, and Pixel Aspect Ratio under Edit Menu/Project Settings/General. Even if the fields look grayed out.
What are you doing for the export - burn to DVD-VIDEO format on DVD (standard or widescreen) or burn to AVCHD
format on a DVD disc?
