For me it is amongst the things that is remembered from one Import to the next.
I believe this relates to the setting in the Preferences under Edit/Preferences/Import Options...tick the box next to Select the "Current Previous" collection during import
Certainly I've just checked and it seems to for my system.

It should be
Edit/Preferences/General/Import Options......tick the box next to Select the "Current Previous" collection during import.................and you already have the box ticked.
I assume your system also remembers whether you wanted Smart previews last time or not? Mine does but if I deselect this option it doesn't.
Thanks for the responses. I have the Mac version which is about the same.
I searched online for this and found the same screen shot but with the option to change Smart Preview which apparently went away with an upgrade. Now every time I import I forget it's checked and I have to wait for previews to be created which can take a long time with 50mb raw files.

You need to follow the correct sequence though.
Have you tried ticking that box as displayed above (Edit/Preferences/General/Import Options......tick the box next to Select the "Current Previous" collection during import)
Then doing an import with the "Smart Previews" box unticked and then trying another Import? Just import one photo each time to check.
On the next import the settings (ie: that you didn't have the "Smart previews" box ticked should be remembered.
I have it set to create Smart Previews on my desktop but not on my Laptop and never have to tick, re-tick or un-tick the "Smart Previews" box so I know it's a save-able thing
If not then there is a difference in the versions (or I've managed to set it some other way).
Does your system remember where you last imported files to? Mine always returns to the last location used but I know others have said their's doesn't do this either.
No that's not it. In the same dialog there was a specific option to check but nows it appears to be gone.

I know that it doesn't appear to be what you're looking for but on both my systems the setting for whether to produce Smart previews or not is remembered from one Import to the next which is what you want, is it not?
If we are to find what is different about your system that the setting is not remembered then we need to work through how we use our systems and what settings are different.
