On what computer operating system is your Premiere Elements 13 running?
Please try the typical solution 1 for this type of issue, that is, try the download and install from an opened project's Help Menu/Update with the antivirus
and firewall(s) disabled. Deeper fix for this might involve registry changes.
Please let us know your results and then we can decide what next. With the 12.1 Update problems, Adobe published a document of possible solutions.
I have not seen such a document for 13.1 yet.
Thanks for reference to a link to information on what to do if the Premiere Elements 13 user runs into failures trying to update from 13 to 13.1 using the project's Help Menu/Update.
Since Premiere Elements is not an Adobe Creative Cloud application, many of the solutions suggested in the link do not seem to apply to Premiere Elements.
So, based on that link, its only viable fixes become
1. Restart the computer
2. Uninstall/Reinstall of Premiere Elements 13.
And, there is no way for the Premiere Elements 13 user to download and install the 13.1 Update from a link at the Adobe web site (as in the days of Premiere Elements 9.0/9.01.
Is that correct?
My experience with software updates is that they sometimes require patience. Huge file sizes, the internet and servers can combine for a hiccup or slow down requiring multiple tries. Changes to the Registry or complete re-installations might better be saved as a last resort. The updates in 13.1 may be worthwhile, but 13.0 seems to be working well enough for most users. Wait a day or two, even a week and try again.
Since the PRE13 updater technology is similar to creative cloud applications , most of the solutions mentioned in the link(mentioned in my last post : Error U44M1I210 | Install updates) should be applicable for PRE13 as well.
And yes there is no way ti download and install 13.1 patch except for Help-> Updates.
Anyhow , There is one more solution for error U44M1I210:
Error U44M1I210 occurs due to corrupt patch download or extraction.
Please create a new admin user and and apply patch through that new user.Patch should be successful and you can use 13.1 successfully for all other users as well.
