Same problem... HELP !
I work on Windows 8... and Indesign CC 2014.
It does not load although I use "Ctrl + Shift + Alt"... I am quite sure that comes from the "Preferences" of Indesign. But I can't find the files : C:/USER/Appdata/Adobe/Indesign/version... on Windows 8...

I've uninstalled and reinstalled, run the cleanup utility, removed preferences, fixed all my permissions and checked the hard drive. Still no go.
I solved the problem with following steps:
1. Setup another user account (must be administrative) - let say "test"
2. Login to the new account
3. Start inDesign (in my case it started)
4. Close inDesign
6. Login to your user account
7. Copy preference files from "Documents and Settings\test\Application Data\Adobe\InDesign" to "Documents and Settings\your account\Application Data\Adobe\InDesign"
8. Start inDesign
