What operating system are you working on? Have you ensured you have all of the OS's updates? And have you ensured you have the latest version of Quicktime from Apple, per the program's requirements?
What model of camcorder is your video coming from?
What steps are you taking to add the video to your project? Are you using Add Media/From Files and Folders?

I tried one more time and now it gave the following message: "The importer reported a generic error"
From what I have read the GoToWebinar output is wmv. Where did the .mp4 that you are trying to import into Premiere Elements 13 come from?
Did you convert from wmv to mp4 with some converter? If so, what was the converter and what setting did you set. You could try file conversion in
the free HandBrake program.
to obtain a H.264.mp4 file that you should be able to import into Premiere Elements.
