What about it does not work well? It is possible the lab1 object ends up blocking the btn_chimg when it appears, which triggers the MOUSE_OUT listener, and when the lab1 disappears as a result of that, the MOUSE_MOVE is again triggered... so you can end up with a flickering lab1.
Try adjusting the x/y properties to be slightly away from the cursor (the following assumes the registration for lab1 is in its upper left corner).
lab1.x = mouseX + 4;
lab1.y = mouseY + 4;
Another option could be to make it so that lab1 is not mouse-able...
lab1.mouseEnabled = false;
