This is not Adobe. Rather user to user. Consequently any return/refunds/exchange of Premiere Elements needs to go through the seller of the program.
If you purchased from Adobe as download within 30 days of purchase, then I can post a link to Adobe Chat Orders. If you purchased elsewhere, then you are
governed by the return/refund/exchange policy of the seller.
Are you working specifically with .mod standard 4:3 or .mod widescreen 16:9?
Besides the aspect ratio matter 4:3 versus 16:9, you may have to rename the file extension from .mod to .mpg before importing the file into the Premiere Elements project.
With regard specifically to .mod widescreen 16:9 and it presenting in Premiere Elements as 4:3 instead of 16:9, the old fix for that does not work in Premiere Elements 13.
And, it is not working in the recently released Premiere Elements 13.1 Updated version either.

If you issue is just that you cannot import your .mod files into your Premiere Elements project, then rename the file extension in the file name before import...rename from .mod to .mpg.
Then you can decide what scaling can be done in the Editor to address the aspect ratio issue.
