The keyboard shortcut on a Mac will be: cmd + b
Go to the third tab and turn anything OFF.
Footnotes always appear in the same text frame as its reference. The text frame will not grow downwards, and you cannot choose to put the note somewhere else. It's built-in behavior.
(That said: it's also a fairly standard way of typesetting footnotes. I don't think I've ever seen footnotes at the bottom of a page that hung out of the regular text margins.)
