What version of Premiere Elements and on what computer operating system is it running?
For now I will assume that you have Premiere Elements 11, 12/12.1, or 13/13.1 on Windows 7, 8, or 8.1 64 bit.
1. Right click the video on the Expert workspace Timeline, and select and click on Rotate 90 degrees LEFT or
Rotate 90 RIGHT in the pop up menu that appears.
2. Click on the Timeline video to select/highlight it. Then go to Applied Effects Tab/Applied Effects Palette/Motion Panel expanded
to find the Rotation feature there.
Please give more details so that we can customize a reply if you have Premiere Elements earlier than 11.
I use, PSE Premiere 12. and W7 46bit
The Adobe help pulled my leg.
Thanks to your answer I succeded rotating the video.
Saved the project and started the instant movie option.
This results in an up side down movie again.
Please assist again.

Let us see if this works...
In the early stages of creating your Instant Movie, there is a pop up message asking whether or not you
want to keep the effects you may have added to what you have on the Timeline on its way to the Instant Movie.
The dialog offers Yes or No. Have you been selecting Yes or No? If Yes, please click No and then determine if
that worked to keep the image oriented the way you want.
I will offer additional suggestions if that does not resolve the problem.
