i'm not even given the option to click the "render multiple frames simultaneously" button. here are my details. any help would be much appreciated.

That's because you don't have enough RAM to use that feature. You barely have enough RAM to run After Effects at all. I'd suggest at least 16 GB for After Effects work.
I second Szalam's comment. Your machine is woefully short on memory. You need more. Follow Szalam's advice.
