Premiere Elements 13 on what computer operating system?
Are you referring to "first play" before the start of the main menu of the DVD-VIDEO on DVD?
If so, that cannot be done in Premiere Elements (any version) by itself.
Please review my following work to determine if it applies to your situation and if it is a solution
for your Premiere Elements 13 project needs.

I now have an other problem.
When I play the DVD the "First Play" film starts as it should be.
But at the end of that film, the DVD stucks for about 10 seconds en the starts the menu with the "Main Film".
Have I done something wrong?
Or is this normal?

I have not done this procedure in a while. But, I do not recall a significant pause between the end of the first play
and the start of the display of the main menu.
Please review step 4. That was one step where you left the dialog as is. Did you edit any of the values in that step?
If necessary I will rerun the procedure with emphasis on detecting any pauses between the first play and the appearance of
the main menu.
We will be watching for further results.

Thanks for your answer. I have solved the problem for me.
In step 4 I did not edit anything. And that was my problem.
The default settings is "Display still frame 10 seconds"
In my case, I have to choose "Don't Pause: it's an animated clip"
And then the problem is solved.
