In fixed layout you can use a multi state object. Have the button as the first state. Tap it to bring up the second state which will have the additional buttons.
This will require InDesign CC2014.1 at the earliest.
Bob, thank you for taking the time to answer this though I am not so sure if I can achieve this the way I am showing you....
- The Top button is the trigger.
- The bottom frame has the links and serves as a button as well so when the user taps it it closes. I have done the easy part which is to tap and open the drop down but I can can not make them selected. So you think the Multistate Object can do that?
Is this a fixed layout? If so, I know it can be done.
State one: button to open the second state containing the link buttons.
State two: the link buttons and a button to go to state one.

Thank you for the response, I took a look at it but it wasn't what I was going for. At the end I figured it so I will share a tutorial with the community since none of these things are straight forward.
