Have you looked at Motion Tracking situation in Premiere Elements 13.1 after updating 13 to 13.1 using the opened project's Help Menu/Update?
I would do that before making any decisions.
I have looked at the Motion Tracking issues 13 vs 13.1, and early indications are that it is questionable if there is any significant improvement in the feature as compared
to the one in Premiere Elements 12/12.1. In 13.1, the blue box frame seems to be triggered better when the graphic is dragged near the orange frame, and it does work, but....
If the problems persist in your 13/13.1, I see no way for you to "downgrade from 13 to 12. Except....
If you are within 30 days of purchase from Adobe as a direct download from it, contact Adobe Chat Orders requesting a return/refund. Then shop around
for a vendor who still has the product in stock and buy that.

A.T. Thanks for the response. The motion tracking bug exists in 13.1 and is a known bug. Hopefully it will get fixed in a future release. We've had the software over 30 days. Thanks

If your schedule permits, could you please describe at what point the 13.1 Motion Tracking feature it is failing...
a. in the change of color of the frame as the tracking object approaches it
b. seeing the frame color change, but no tracking
Have you explored using images with different characteristics to see if that makes any difference in the results?
Looks like option b: seeing frame color change, but no tracking. We've tried using different images, but they behave the same way.

My initial tests suggest that the Premiere Elements 13.1 version of Motion Tracking has problems that
are not seen in Premiere Elements 12/12.1.
Do you have Premiere Elements 12/12.1 for comparative purposes? I do.
I will keep watch for further developments on this matter. I do not have insider information on Adobe matters.
But, I can continue to evaluate the Motion Tracking situation in 13/13.1 and read of the issues that other users report on the matter.
