The answer to John's first question may very well solve the problem that you described quickly.
Do you have the latest version of QuickTime installed on your computer with your Premiere Elements 13?
If you do and still have the problem that you describe, then the troubleshooting will become more involved as we troubleshoot based on the details that you
supply. A good exchange of details leads to a quicker resolution.
