I started using Lightroom a few months ago and really like it. However I rushed into it and didn't organise myself properly form the start. Now I'm in a bit of a muddle.
Basically I have a external HD with named folders containing all the original photos.
Each folder has a Lightroom Catalogue file.
Would It be correct if I was to start again and create a new master CATALOGUE for everything.
Then going forward create New Collections for all projects or events etc.
If I do this is it possible to organise my projects up to this point into this new master catalogue?

Create a new catalogue using File > New Catalogue and call it something like Master Catalogue.
Now, for each individual-folder-catalogue, use File > Import from Another Catalogue to bring all the little catalogue's work into your master one.
Having a single master catalogue is a much better way to work with Lightroom.
