On what computer operating system is your Premiere Elements 13 running? Have you updated 13 to the 13.1 Update? If not, please do so suing an opened project's Help Menu/Update.
1. Assure that your project preset matches the properties of your source media. See Edit Menu/Project Settings/General and the readings for Editing Mode, Timebase, Frame size, and Pixel Aspect Ratio (even if the fields look grayed out).
2. What are the properties of your source media...H.264.mp4 1920 x 1080 @ 29.97 frames per second or something else?
3. When you GoPro footage is first dragged to the Timeline, is there an orange line over its content? If yes, do you render the Timeline content to get
the best possible preview?

I am on PC Windows 7.
Currently updating to 13.1 as type. I will continue to work through your questions and be back shortly.
I have tried rendering for best playback, but currently get no playback. No Orange line when first added, but I will add another clip to check this.
Sorry for disappearing, this is turning out much bigger than I expected or had time available for.
Now updated to 13.1 and restarted.
Project presets do not match clip properties, project 1920 X 1080 and clip 1280 X 960, but I do not seem to get option to change project presets. However I found some 1920 X1080 clips and these still do not play.
I do get orange line over new clips which becomes green on rendering which I have been doing but no change to problem. Pixel ratio same. Frames 29.97 fps. Display format drop Frame Time code does not show in clip properties.
Unfortunately I must now sign out for about a week. I will try and find this thread and let you know when I am again available, as I really appreciate your help, and unfortunately problem is not yet solved., My apologies for having to bail out, I thought 2 days would have been enough to get it going only to fail at the last moment with video not playing. I may have to go back to shop and ask for refund.

If you decide you do not want to keep Premiere Elements 13 at this time, keep watch on the terms of return/refund policy of the seller of the program.
Since we last spoke, we have updated Quicktime, our graphics card drivers, and still no success.
After putting our clip into the project timeline, we can export the file as a mp4 and it plays perfectly outside of premiere. So it looks like
the main problem is just the workspace player.
Is there anything else we can try?
