Does your printer support edge-to-edge printing? Most don't.
To prevent shift due to adding bleed, make sure you choose Centered as the page position rather than top left.
Thanks the printer here is probably not edge to edge, but I do want to see the edges before I send the concept to a printer. If they do not have the capability should I just leave bleed off and trust that everything on the white page is going to show up on the professional print?
No. If the document is meant to have bleed you need to include it in the PDF (You are sending PDF, not native files, right?), along with crop marks. You can see the PDF on screen, even if you can't print it full bleed. The commercial printer is going to print on a larger sheet and trim off the excess to give you edge-to-edge prints.
