What version of Premiere Elements and on what computer operating system is it running? What are your Premiere Elements project settings? What is the format of what is on the Timeline for upload. And, what is the file size and duration of the upload according to the YouTube upload area built into Premiere Elements?
a. Depending on the file size and duration, you may not be able to use the YouTube feature built into Premiere Elements even if you have an extended time account from YouTube.
b. Depending on the aspect ratio of the upload, you may or may not get the view that you want on YouTube. YouTube has a 16:9 player. See the following
c. If your content file size duration exceeds the feature limits, then you will need to export your Timeline to a file saved to the computer hard drive and then upload that file to YouTube at the YouTube web site, using an extended time account that you apply for at YouTube.
You really do not want to be uploading interlaced video to YouTube. More on that at another time.
