Does your Cloud subscription show on your account page?

Cloud programs do not use serial numbers... you log in to your paid Cloud account to download & install & activate... you MAY need to log out of the Cloud and restart your computer and log back in to the Cloud for things to work

You have purchased two single app CC for Team, it is asking for serial number as you have to log in to the Adobe account, then go to admin console. You need to send to send invite to yourself & assign the seats, then you shall be able to work.
