I have a 24 minute video that I tried to publish to YouTube. Adobe Premiere Elements 13 would not let me do that. I had to produce the video as a HD computer file and upload it myself. YouTube lets me upload videos that large, but PE13 does not. How do I change this?
If it helps, the rendered video was 24:30 in length and over 6GB in size.

Premiere Elements (any version) does not allow you to exceed the file size duration limits of the version for its built in YouTube feature.
For Premiere Elements 13, the file size duration limit is 2.2 GB 15 minutes.
If you want to upload your Timeline over that limit to YouTube, you can export the Timeline to file saved to the computer hard drive and then
export that file to YouTube at the YouTube web site with an extended time account that you obtain from YouTube.
I suspect you have been there and found that out already.
But, the key point is that you cannot use YouTube extended time accounts in the Premiere Elements (any version) built in YouTube feature.
No workarounds that have ever found or seen posted.
