What is the exact message that you are getting from Premiere Elements?
Are you saying that you are getting a No Disc error when you are trying to run Premiere Elements 13?
What computer operating system?
Assuming Windows 7, 8, or 8.1 64 bit for the moment...then
delete the OldFilm.AEX file located in the following path as pointed out by Adobe in this forum
Local Disk C
Adobe Premiere Elements 13.0
and in the NewBlue Folder is the OldFilm.AEX file that you delete or disable by renaming from OldFilm.AEX to

I have Windows 8.1, 64 bit. The message was something like "Please insert PSE disk"

I spend most of my time with Premiere Elements so I am not aware if the issue affects Photoshop Elements as well
as Premiere Elements users.
Recently Adobe released the 13.1 Update for 13.
If you have not already updated from 13 to 13.1, the route is from an opened project's Help Menu/Update.
But, the 13.1 Update did not correct the 13 No Disk error. So, Adobe's solution that worked for you and others
remains the fix for Premiere Elements 13/13.1 No Disk error.
