As John as pointed out there is a problem with Premiere Elements 10 on a computer with a NVIDIA GeForce video card/graphics card. The remedy is to roll back the driver
version to about May 2013. Additional summary can be found
However, here is the critical question that comes next when you have Premiere Elements 10/NVIDIA GeForce....What computer operating system are you using?
There may be no solution for you, if the answer is Windows 8 or 8.1 64 bit. Reason...NVIDIA does not have older drivers for these cards that go back far enough
for the roll back. If you have Windows 7, you should be able to find a driver dated about May 2013. Please see John's link for Old Drivers, and plug in your information
to get the driver that you need.

What NVIDIA GeForce GTX 650 driver version did you use?
After I posted (post 2), I saw that you did post that your computer operating system is Windows 7 64 bit, not Windows 8 or 8.1 64 bit.
But, when I plugged in your information into the NVIDIA older driver dialog, the oldest driver that I found was 320.40 dated July 1, 2013.
Typically it is at least the May 2013 that works in this case. Did the July 1, 2013 work for you or other.
